Native RAW files will open in ACR in Photoshop but you can open Jpg and Tif files as RAW files in CS4 (not sure about CS3 or earlier) just go file > Open As | and in the file types drop down select Camera RAW as teh file type. The Image will open in ACR at that point, when you are done your edits hold down the "SHIFT" key and the Open Image button will change to Open Object, from there it will open in photoshop as a smart object and from there you can just double click the layer icon to re-edit the image in ACR if needed as all the previous changes will still be there because using the smart objects it is non destructive.
Hopefully that is easy enough to follow...

I have CS4, and I'm trying to open a Jpg and then edit it in Adobe RAW... For some reason though, my "open as" does not have a drop down select option... I must be missing something... |

Once you go File > Open as |
You should get a similar window with CS4 Ive highlighted the file type you want to change..
