I have CS4 at home and have really made an effort to learn how to use it. It clearly can do pretty much anything except take the picture itself if you can figure out how to do it. The thing is, sometimes I'm not at my computer with CS4 loaded on (at someone else's house or at work) and I want to edit a picture.

I have been using Picnik more and more as an alternative. It's either free or $25ish for a year and it really does a wide variety of things (especially the paid version). I found it to be a great way to move pictures from my computer to/from Flickr and/or Facebook (or from Flicker to/from FB) and it also works with a bunch of other online services.

I just realized it has some nice advanced tools (dodging, burning, cloning) and it makes a pretty decent frame in a pinch. It also resizes pretty quickly.
