Safe in what way?

From thieves? Sure.

From falls? Unless you close the zippers at the top on your backpack, you should be fine.

I've traveled to Europe with both types of bags, but I prefer my shoulder bag unless toting my laptop.

yes, I was thinking safe from thieves ... I'd zip-tie the sections closed to discourage the pick-pockets ... I was just thinking the backpack would have more space for the crap I want to haul around, keep my arms free and distribute the weight more evenly ...
