I use PTGUI to make panoramas as well as to correct the perspective of architectural photos. It basically just re-projects an image with varying degrees of pitch, roll and yaw. It can also reduce pincushion and barrel distortions.

Would that manipulation be considered legal in both Open and Member challenges?

Perspective correction is not legal in the Basic Editing rules (because pixels are being moved in a non-linear fashion -- as opposed to something like rotation where all pixels are affected equally). In my opinion it would be legal under the Advanced Editing rules, but I'm only one vote of many...
