Could not figure out why the old server wasn't serving the tracker spreadsheet. Thanks to  Yo_Spiff for keeping it alive for me.
So to solve it, I just moved it to a new server and updated all my links (profile and signature). So if you're still looking for it, have at it.

requires a password to unlock the spreadsheet... or am I missing something?

All fields that need to have values entered are unlocked.

Not for me they're not: I can't enter anything in this, and it won't unlock unless I give it a password.

That's odd. The unlocked fields are all white background and should be enterable.

OK, that's what it was: I was trying to enter in the first empty field, the gray one.
