To prevent the use of third party batteries. But the pricier OEM batteries are not available.

Sounds like a great case for a class action suit. If ever there was a case of changing a contract after sale, this is it.

I work in an industry that often chips toner cartridges similarly. The stated justification will be product quality and safety.

Yup Warranty is the key here. They do not want to spend money repairing products that may or could have been damaged by accessories not made or tested by them. Somewhat of a lame excuse but understandable from the companies finacial point of view. Expect more companies to follow suit. Sony did this with the Mini DVD camreas. Although allowed to use other disks such as Memorex for example they made it a bit of a hassle if you were inserting a disk other than one made by Sony.

Imagine if they chipped memory cards?

When an industry relies on inflated prices of consumables and accessories to make a profit, there will always be those trying to undercut the OEMs by knocking off the "real poo" with cheaper "sham poo." Often, the performance is not all that different, in fact sometimes it's better... but of course it is sometimes worse, potentially much worse, or even in extreme cases dangerous to the user (think shorted lithium battery). That risk is what keeps consumers buying the more expensive OEM accessories & consumables.
We have an HP color laser at work that complains constantly through its little LCD display "non-HP cartridge in use!" but it keeps on printing just as well as it did last month.

Chipping is bad enough, but if you're going to force me to use your product, and only your product, you'd damned well better make sure you can provide me that product when I want and need it. IMO Panasonic really blew it on this one.

eta; I just checked some sites and the batteries DO appear to be available.
