Is it legal to clone out a distracting Street light? I am just using the street light as an example, it will not be in my photograph =)

Depends on how major of an element it is in the shot, like if it were off in the distance and was but a minor distraction, then I think you'd be alright. Now if it is way in the foreground and is PART of the shot (meaning its a major element, intentional or not) then I think there may be an issue there.

Per the rules, "Cloning, dodging, and/or burning to remove imperfections and minor distracting elements is permitted, however using tools to duplicate, create, or move major elements of your photograph is not. You are encouraged to list all of the post-shot editing tools that you used in the "Photographer's Comments " section of your submission."
As an example, if you were to clone out a house so you had an image of an empty field that would probably qualify as a major element. Removing telephone wires would not.

okay, i'm not entirely sure if this has been answered, and a straight forward yay or nay would be appreciated. If, in some lovely pictureesque scene, would it be acceptable to clone out an errent child in a bart simpson t-shirt. i only ask because i have a picture i quite like to enter in an advanced-rules challenge, but this kid is totally messing up my chi. if he and other sundry humans can be wiped off, it would be useful to know. thanks muchly
editted to add that said lad is only 50 - 100 ish pixels high

The basic rule of thumb is that if you're removing a minor element, then that's OK, but not if you're removing a major element. A 50-100px child can probably considered minor, depending on the context, but if in doubt, don't remove.
