Take a picture where the subject and point of view make it appear to have been taken from a security camera:
From behind the store counter
Front door of a store
Behind a stuffed animal in a child's room
A parking lot from high up
An ATM machine
Maybe an additional requirement that the shot should be catching an illegal/immoral/suspicious activity?
Probably not a good suggestion as security cameras take such crappy shots. Some people will say their crappy shot was intentional. (sounds like my kind of challenge)

Over looking a main highway, or in a School Hallway, Hospital,
Airport, Train stations,
I like the idea, Have a few home security cams, we use them for so much cause you can hook them up to any tv....
Anyways great challenge suggestion...
