I don't think I know what it is. I was thinking it was the circular highlight rings that sometimes appear caused by sun glare.
Can anyone show an example of it?

You can see some near the center of this shot, just above the tracks
This one has huge and obvious lens flare
Sometimes I have seen the flare as more of a cone shaped pattern. Depends on a lot of variables. |

It is caused by light that enters the lens at an extreme angle, passes through some of the elements in the lens, but does not make it all the way to the sensor/film. |

Consider me just another casualty of the April Fools dq prank.

Yep... in your case lens flare is the subject of an April Fools email prank from the Admins. ;-P |
