How is this effect achieved?

Is this something that can be done relatively easily (i.e. not with 120 layers) in Photoshop itself, or do you know of a free/inexpensive plug-in or program?

I found this plug-in, Puzzle Pro, but $80 is way too much.... I was thinking $20 or less.

Thanks for any input.

You might be able to do something with ImageReady (may have come bundled with PS) to create image "slices" as are used by websites to prevent people from copying pictures so easily.
