I just need to know if it is permitted to adjust the exposure in raw before converting it to jpeg for any of the challenges.

Thanks!

Six months ago, I would have responded thusly:

"Yes, global adjustments to color or tonality are permitted (to any extent) even under Basic Rules."

However, today I'd advise you to be very careful about (global) adjustments that could be viewed as removing features in Advanced Editing. It may well earn you a DQ. In Basic, it still seems to be OK, but again I'm no longer sure. Ask SC about your specific case if you want to be absolutely sure.
Help>Contact and submit a ticket under "General Inquiry."

Obviously, I am not an SC member, but as long as it is a minor adjustment, then I think you will be fine. The only time you'll have a problem is if you blow out a highlight or burn a shadow to hide something in your photograph.

As long as it is not a minimal-editing ruleset, you can adjust the exposure and then convert to JPEG. In Basic Editing, just make sure the exposure adjustment is global (applied to the entire image).

I would say go for it.

Why wouldn't you be able to adjust exposure in RAW in basic. It's a global change, and if you can't adjust exposure than what's the point. Just because you adjust exposure to correct shadows or highlights doesn't mean it's not affecting other areas of the photo. You're not adding or removing elements of the original photo in anyway shape or form.

Using Camera RAW is legal in basic as long as your adjustments effect the whole image. Keep your hands off the adjustment brush and you should be fine in RAW.
