Is it normal for this lens to have a slight give in it.. in the end. I can move the moving part of the lens about 1mm back and forth...

I too have this lens and it does the same thing. In fact I know two other people who have this lens and guess what? they all wiggle a tad. I am told that this is the norm with the 28-135 and that it doesn't affect image quality. So far I have no issues with the overall quality of the images taken with this lens so I'll keep on shooting on.
I defected from Pentax to Canon and I must admit that I expected better build quality from Canon.

..when I wiggled mine for the first time I just thougt, mm ok so this is the Image Stabilizer.
Don´t know if that is the case.

My EF 75-300 USM has the same - about 1mm slack. But somehow the focus is always bang on...

Lots of lenses have this kind of "wiggle". MyTamron 19-35mm does it, for instance. It is not due to IS, that is totally internal.
