In some of the IR shots in the photo browse section they have some really nice blues in them. For editing some say they "swapped red for blue". What exactly does that mean? I use PSP XI.

Most likely using the colours -> Hue / Sat tool. Changing the hue will change the colours

Actually, what people are talking about is swapping the red and blue channels with the channel mixer. Here is a random page I googled that shows what this looks like in photoshop. I have no clue how to do it in PSP XI, but if you have a channel mixer with the ability to tweak the individual color channels then you are probably good to go.
