Am I understanding the (basic editing) rules correctly? Can I apply any adjustment layer in Photoshop, as long as it is applied to the entire image uniformly?

In normal mode only.

But not a Gradient' Adjustment Layer. This is not to be confused with the 'Gradient Map' Adjustment Layer.
