I'm new to both of these types of filters so any help with them would be greatly appreciated.

I'm also wondering, if I'm wanting to give my shots better, more saturated colour and that look that makes them pop compared to your average photo, which one is more appropriate and better suited to the job? Can you use both at once and is there any advantage to doing this instead of only using one of them?

It's the same difference as sunglasses and polarized sunglasses. Both darken the scene and thus allow longer exposures, but polarized filters dramatically reduce glare and reflections on non-metallic surfaces (water and glass) and boost color saturation. ND filters only darken the scene and offer some help with contrast. They can be used together, but stacked filters can created vignetting on wide angle lenses and every layer of glass you put in front of your lens degrades the image quality to some extent.
