So I responded to an ad on Craigslist looking for a wedding second shooter, and they responded saying they liked my work. The photographer described himself as accomplished and currently expanding, hence the need for a 2nd shooter. What should I say is my compensation requirement? What is the average rate for 2nd shooters?

Ask him what he can afford to pay you. Negotiate from there, or not.

Depends on the market. Around here $25/hour and you bring your own gear. I's imagine if he's advertising on craigslist he won't want to pay much. Most pros belong to local organizations and also get solicitations from wanna be pros so there is rarely a need to advertise for help.
