if the photo is taken from a tripod that doesn't move...yet it is a composite of the same subject a few times within the same view.....is this legal or DQ worthy?

The purpose of using multiple frames must be to balance the exposure or HDR. If it is windy there will be some motion but the intent can't be to include the same subject in different parts of the frame.

I probably didn't explain that very well and I'm sure an SC member could do a better job.
