There are alot of brushes in photoshop you could use to do that |

You can create a new layer and paint with white using a soft-edged brush. |

Look at the bottom of the thread for some links on Frames, Borders, Edges from RetouchPro. Some good actions, so you can automate everything. Also a great link to turn your photo into artwork.

You can use an eraser tool with a soft brush. First add a border around your pic, then erase part of the edges. You can fade back the results partly to soften it. Thats how I did this one. Bad example, but you get the idea.
There are also some actions out there that do it and some programs that do assorted frames as well.

If you have Paint Shop Pro, its just a click of the borders button and select a worn edge one.

My neighbor asked me to do a piece for her daughter's birthday party
I used a very small crop from a picture they had taken, enlarged it and cleaned it up a bit, sort of smoothed and stylized. I got the border from Paint Shop Photo Album (it's called a Photo Edge and resides in the menu under Effects) and then filled most of the white space in with Paint Shop Pro. They printed a couple dozen on plain paper and hung them around the room where she was surprised. It was easy to do and the girl really liked it. |

Painting with white in a new layer would give a white brush stroke matching the added painting. I think that the question asks about reproducing the original using what seems to be a brush stroke.
Here's a Photoshop technique.
1 Duplicate the original layer.
2 Create a white layer.
3 Place that new white layer below the duplicate.
4 Selecting the duplicate layer, click on the mask icon.
5 From the image menu, reverse the mode of the mask. The image will become white.
6 Select a suitable brush.
7 Making sure you've got white set, paint over the duplicate. You'll see the image reforming using the brush you set.
You could reduce the opacity of the white layer to see the original while working on the mask. Also, by keeping the opacity of the brushes below 100% allows you more control.
Here's a quick border/ paint effect showing my wife.

Koriyama's method converted for the benefit of Pain Shop Pro 7 users:
1. Create a new, transparent layer above the original.
2. Click the Create mask button on the Layer palette. The mask icon appears next to spectacles icon.
3. Fill the mask layer with white.
4. Press Ctrl + K to enter mask edit mode.
6. Adjust the opacity of the mask layer.
5. Draw around with the brush tool using black as the colour.
If you want a paintbrush effect similar to the one on the picture of the boy with the paper aeroplane, try something like custom brush no. 22, size 120, step 1. It's not perfect, though.
