Is the angle of view the same on a wide angle lens when fitted on an APS-C camera as oposed to on a full frame.

ie, the sigma 12-24mm would have the 35mm equivalent of 19-38mm on an APS-C sensor, would the 122 - 84.1 degrees angle of view be the same on both?

I don't know the answer to that specific question, but here's a related discussion where the author asks if the DOF is the same on both type of sensors (all else remaining the same, e.g. aperture, focal length, etc.)

I seriously doubt it. Since the projected image is cropped, I would expect the angle of view to match a 19-38mm equivalent lens.

The angle of view will be the same for 12mm on APS-C as it is for 19mm on a 35mm sensor, and that is assuming the typical Canon 1.6 crop factor. Likewise, the AoVs are equivalent for 24mm on APS-C and 38mm on a 35mm frame.

It's a pretty simple geometry problem.

I've calculated it before for the Sigma 12mm lens on an APS-C camera and, if I recall correctly, the Sigma 12-24 has about a 90deg FOV on such a camera, I'll see if I can find where I left my calculation sheet.

ETA: This is where I posted it: Link

But the short answer is 97.3 degrees on a Canon APS-C camera
