shez, what i do with everything is resize by 500 pixel increments. so, to size down from 3500 to 640 (for example), i'd resize to 3000 at bicubic sharper, then to 2500 at bicubic sharper, to 2000 at bicubic sharper, to 1500 at bicubic sharper, to 1000 at bicubic sharper, to 640 at bicubic sharper. as this is something i do regularly i have recorded actions in photoshop, which saves much time and hassle. that's what i did with all the icons in my signature, except, obviously going dow to 50 pixels or so.
