I am a bit confused, should the title in the challenge explain the picture. or should it be ambiguous and let the voter make their own story?

I am stuck on the title since it can make you or break you in this challenge I feel.

To me the title should never be used to 'explain' the picture.

All pictures should tell a story, not just the ones in this challenge. Now, some pictures tell more than one story so the title could be used to imply which story the photographer was aiming at.
