Is selective desaturation allowed in basic editing competitions?

Yes - as long as it is performed on the entire image. If you have a single red object, you can select the red color band in Hue/Saturation and desaturate it without desaturating the other colors. That is allowed in basic.

Masking or other selection tools that are not performed on the entire image are not allowed.

Yes, if you do it with the hue/sat adjustment without making any selections in the image. You can also do it with the oddly-named selective color adjustment, which does not require making selections in the image.
