I've noticed lately a strange trend by which the average votes received from users with cameras and the average votes received from users without cameras are generally quite far apart, though sometimes the w/camera votes are higher while other times the w/out camera votes are higher.

Using the centered composition 3 challenge as an example, just in the first 3 places:

Average Vote per Users w/ Cameras: 7.296
Average Vote per Users w/out Cameras: 6.571

Average Vote per Users w/ Cameras: 6.995
Average Vote per Users w/out Cameras: 7.714

Those are pretty large discrepancies.
Any plausible explanations?

maybe those with camera tend to think they could have done a better job or vice versa

I wouldn't place any great emphasis on the users w/out camera averages.

Any time you take a "small statistical sample" the average will vary widely. The number of users w/out cameras that are voting is generally pretty low and so the averages will swing from one side to the other almost without meaning.

Indeed, those discrepencies don't matter to me much. The averages I like to compare are the comments vs. no comments vote. It's also interesting to see as you scan down the rankings there are often some great under rated shots where the commenters noticed what a great shot it is and it's reflected in the departure in commenters' scores from the overall average.

I'd love to see an award for those who get more than about 5 comments, don't ribbon, yet they have the highest comments score average.

I think especially when you get into the high 5's, there will probably be the largest disparity between the commenter and no commenter votes.
