Actually, I was referring specifically to the $5.00 handling fee charged by Canada Customs, which I consider a "Surcharge", particularly when one considers that they get paid a salary whether they open packages or not.
As far as getting things safe and sound to my door, that is something that the Postal Service does... not Canada Customs.

I see said the blind man as he picked up his hammer and saw. I didn't even know they charged an additional handling fee. Yeah that does suck.
