not 'primary'.

'Primarily':
essentially; mostly; chiefly; principally

And now we see why you'll get a 1 vote on your blue picture with a touch of red in the background. :(

"Create a photograph that is comprised of primarily cool colors" - Likely intended meaning in this case; main subject(s)/areas mostly made up of.
