I don't agree with step #6 (though step #8 actually tries to correct #6). I would say, just point the camera at the brightest spot and get a meter reading, then switch to manual and dial in those settings. Then use auto focus like normal.

I think the author is catering to beginners who use automatic mode for everything. He does come around toward the end of Step #6 to suggest changing to spot metering mode.

Step #8 is trying to explain why separation between exposure and focusing is good for this type of photography.

What I do (in manual mode, shooting in RAW), is I meter not the sun, but just above the sun. Then I recompose to focus on the subject. If I can use a focus point that is not the center one, this is what I do. Otherwise, I'll compose to accommodate one of the focus points. Finally, I'll recompose for the actual composition that I want and fire away.

I'll use a small aperture for distant subjects, and a medium aperture for closer subjects.
