I am making this for my son from our zoo pics of the day.

It will be a 20x24 size.

I am wondering if there is a way I can put a white border around each pic after its already in the collage, or do I have to edit each one before I add it?

(on the original pictures I put a small inside border line, but when I resize them on the collage the lines change)

It would be easier to have put on the border before, but ...

Try selecting the background black using the Magic Wand tool at a low (try zero first) tolerance setting, then invert the selection and deselect the type. You should now have just the photos selected, so you can then stroke the selection with white, specifying that the stroke should be "outside" the selection so you don't cover up any of the pictures.

Check out Fotofusion by LumaPix for creating collages. It'll save you a ton of time as compared to doing the same thing via Photoshop.
