I was asking if the computers are accessing the network via Ethernet Cable or Wi-Fi not the printers. Is it possible that they are connecting to other near-by wireless devices?

Windows selectes browsers based on version... I've not worked a lot with Vista (by choice, it's not ready for prime time) but browsers would be selected by rank. Win 2003 server would be the highest and the oldest software (Win 2000 or older) would be the lowest. You don't know who is the master because any computer that has browsing turned on can force an election... which can happen as often as the computers on the network feel it's necessary. The easiest way is to decide who you DON'T want to be a browser and go into Services and turn off (disable) Computer Browser. Then that computer will never be one. It won't hurt it or stop it from browsing. I don't think it's a browser issue though. I think it's just a matter of having several different combinations of network devices (workgroup, tcp/IP, shared, wired, wireless) on a network.

If you really want to get it fixed though, you will have to call someone in India. ;)
