How can I see exactly what is in an old action I recorded, including any check boxes I selected on an adjustment to the image?

Click on the action, expand it, then click on each triangle to expand each step and see what the settings were.

With an image open you can even double click on a step within an action and the appropriate window will pop up allowing you to change that setting for what you are going to be applying it to.

If you click on that arrow in the upper left of the Action Window, choose "Record Again" and it defaults to what your setting were. Then you can change them too if you want.
