Do photographers need permission to sell photos that they have taken at professional sporting events?

yes, you need permission. and that typically means paying a licensing fee. check with both the sport's sanctioning body, and with the venue. when there's money to be made, everybody wants their cut...and, depending on the sport, they can be pretty heavy-handed with those trying to make a few bucks under the radar.
