Is using the Reduce Noise feature in iPhoto '08 allowed in Basic Editing competitions?

From the Basic Rules:

You May:
- use filters or stand-alone utilities designed to preserve image integrity (such as Neat Image, Unsharp Mask, Dust & Scratches, and color correction tools). These filters must be applied uniformly to the entire image, and must not be used in such a way that their use becomes a feature. No “effects” filters may be applied to your image, with the exception of Noise and Gaussian Blur.


So noise reduction is allowable, as long as it is applied to the entire image.

Ofcourse im sure someone could come up with a reason to not do noise reduction on an entire photograph but I for one wouldnt plan on ever doing just part of a photograph lol.

Well that should be an utter failure... childhood is synonymous with noise! If you can figure out how to reduce noise in children, let me know. ;-P

I's actually quite common to have excessive noise in localized areas and very little in the image as a whole. Particularly with B/W conversions, and generally with any image that has been rescued from underexposure. Noise is especially prevalent in the blue channel, as a rule, and the shadows in naturally-lit scenes are primarily composed of blue light, so you can get a lot of noise when you try to bring the shadows up.
