| Does anyone make digital backgrounds in PS? |

Sometimes...
I use netal textures most of the time though. This pic uses a metal texture as an overlay layer.

| do you make them yourself? I wanted to buy some digital backgrounds, but didnt know if anyone had a tutorial on making them. |

I use these and overlay them. Most of the time I desat the metal texture before doing the overlay.

| Could you be more specific what you mean when you say overlay. Is this the mode of the layer. Is there any special way this is accomplished in PS? (Layer under or over etc.) |

overlay is a blending mode. You can find it on top of your layers palette. If you place it on top of your BG and then choose the overlay in the blending mode then your good to go.

What Rooster said... :-) or soft light mode works too
I then use a layer mask to erase the overlay layer from the subject.
