You may not:
use the marquee, lasso, or similar tool to select a portion of your image for any reason other than cropping or creating a border.
Can I use the marquee to select the whole image to level a horizon or make anything level. As long as i select the whole image?

Yes. That would fall under the exception of cropping. You'd have to cut something from the image if you are straightening the horizon or you'd end up with empty pixels at the corners. As I recall, there is no rule against rotation or even flipping the image in Basic. |

Also, you can rotate the image without using a selection if you'd prefer (assuming you're using Photoshop)
Hit 'I' to get the measure tool up. Draw a straight line where you want the horizon to be. Select 'Image / Rotate Canvas / Arbitrary...' |

I figured it'd be okay but its just that i just realized its listed under "you may not". Would still like a confirmation from SC on this, because i'm considering driving out again to do a reshoot. |

For Basic Editing;
You may:
* use any feature of your camera while photographing your entry, with the exception of combining multiple captures in-camera.
* crop, rotate and resize your entry. ...
But check with SC just to make sure.

Easier than that...
Use the measure tool. There's a tutorial on using that tool to straighten an horizon. How to Level the Horizon
too slow. someone already mentioned that.
