Someone asked me this question today and I didn't know the answer (as I don't own an EF-S lens)...
For those lenses that are made specifically for smaller sensors (like the Canon EF-S lenses), does that mean there is no multiplicaton factor in the focal length?

No. Focal length is what it is. The 10-22mm is the equivalent of 16mm at the wide end on APS-C sensor. EF-S lenses are so designated because they are designesd to throw a smaller image circle, matching the smaller sensor, and thus are more compact.
