I see a lot of people mention in the PP summary that they run an image through Neatimage...... can someone explain to me what this is, and what it does? Is this a plug in for Photoshop?

It's noise reduction software. Like Noise Ninja

If you're not in the market to buy, Noiseware is a free version, tho' not nearly as customisable, of course.
Even PS surface blur at low settings will do quite a bit for you.

I don't think Surface Blur is allowed in Basic editing, Neat Image is.

My understanding is only blur and Gaussian blur are allowed in Basic.
