Worked on some photoshop action recently that i plan to use in challenge. I was just wondering if the editing used in this shot is illegal or not. Thanks for answers in advance.

If you plan on submitting for "Member Challenges", there should be no problem unless you used more than one source image, though I certainly expect you did not.
If however you want to submit it to an "Open" challenge, that's a different story... can you describe the general steps to achieve the effect?

For Members' challenges, all editing is legal, as long as it came from one single image, and you don't add text. So, yes, it would be legal.

for the progressive desturation:

1. select the part of the picture you where you wnat to keep the color.
2. inverse the selection.
3. desaturate -5
4. contract the selection by something like 0.5% to 1% of the width of your picture. (a picture that is 2000 px width, you contract the selection by 10 px)
5. Repeat step 2 and 4 again and again.

Smooth border

1. Copy your picture into a black (or white or whatever color you want) background that is bigger than you picture. (if your picture is 600x400 copy it on a backgroung that is 650x450)
2. with the magic wand, select the border.
3. expand the selection by 10 px
4. gaussian blur with a radius of 15px
5. repeat step 3
6. gaussian blur with a radius of 10px
7. repeat step 3
8. gaussian blur with a radius of 6.5px
9. repeat step 3
10. gaussian blur with a radius of 4px
11. repeat step 3
12. gaussian blur with a radius of 2.5px
13. repeat step 3
14. gaussian blur with a radius of 1.5 px
15. repeat step 3
16. gaussian blur with a radius of 1 px
17. flatten your image.

If somebody use these edit process, i could be cool to post the results of other people.

a big fuzzy black border? sounds legal in advanced for sure. but using the magic wand in Basic, I think not
