I've been reading about IR film and how it affects colors. One effect that I really like about it is how it turns grass white. Is there a way to achieve this effect with a regular black and white picture through photoshop or some other tool?

You can shoot IR with many digital cameras. All you need is an IR (dark red) filter like an 89B. Hoya, B+W, and Wratten make good ones. You can sort of do it in Photoshop, but it looks much better with a filter.
