apply filters, effects, dodge & burn, and other tools to all or part of your entry, but NO new shapes or features may be created in the process.
What does no new features mean? Can you apply a filer to a shape within the image?

The answer is "maybe." A new feature is something that someone looking at the shot might mention by name, like "that circle of light" or "that odd-shaped shadow." So if you create something like a lens flare, beam of light, shadow, etc. that was not originally in the shot, your entry would be disqualified under Advanced.
You *can* selectively change the color of objects, you can for instance dodge and burn, or add a texture overlay or soft focus effect, unless by doing so you "create a feature" and you can apply pretty much any other effects filter, again unless it's use "creates a feature." Also, a word of caution on blurring; adding a motion blur where none was present is considered adding a feature, because it adds the perception of motion where none existed.
