After watching the movie A Scanner Darkly I wanted to try and create a similar effect. This was the result.

I think that would better be described as "Posterization" -- essentially reducing the total number of colors present in the image. Photoshop has that available as an image adjustment, where you can specify the number of colors remaining in the finished photo.

I thought "rotoscoping" involved coloring or painting onto successive frames of a movie to add in either color or motion not present in the original.
