Say u have an image isolated against a white/black background. And u want to edit a small portion of the image for instance to make a jagged edge straight by selecting and then deleting it, to make the image neater.
Would that be in contravention of this?:
"use ANY editing tool to move, remove or duplicate any element of your photograph that would change a typical viewer̢۪s description of the photograph (aside from color or crop), even if the tool is otherwise legal, and regardless of whether you intended the change when the photograph was taken"

As you describe it, it is fine. Cleaning up edges etc is OK in advanced. It's not going to change that "description" of the image.

As always, though, it's a matter of degree.
If you're ever wondering whether you've gone too far, send the original and your edit to the Site Council and ask using the help->contact us menu choice at the top of the page. Use the "DPChallenge - General Inquiry" box. It only lets you attach one file, so I usually upload my edited version to my workshop and attach the original.
