The only way I know of to introduce randomness to an action is to have the action stop at the appropriate point and then let the user make changes.
If you look at the menu of actions, each action (and most, but not all, steps in an action) have two small boxes to the left.
The one to the furthest left, the one that shows a checkmark, lets you turn specific steps in an action on and off. (So if you have an action that's perfect in every respect except one step, just turn off that one step and you have the perfect action.)
The next box in is generally blank. If you click on it, a little red icon will appear -- meant to look like a dialogue box. If that is turned on, the action will pause at that step and let you make any changes you'd like in that specific dialogue. So, for instance, if you've used levels in an action, instead of every step applying exactly the same amount of change, you can have it stop each time and you set the amount of change to the levels as appropriate to that image.
