does anyone know the difference between the hvl-1000 and hvl-32x sony flashes?

they have different names :-)

The hvl-1000 flash plugs into the accessory plug on the side of your camera. The hvl-32x actually uses your camera's hot shoe. Your camera, the F717, is a great candidate to use all of the features of the hvl-32x, so even though the price is higher, I'd say go for it.
