Is photo filter in PS allowed in basic editing?

Just to expand a bit on Leroy's succinct, "yes", the full answer is, "Yes, PS photo filter is allowed in basic, as long as it is applied to the whole image and not selected portions of the image."

Photo filter is a colour adjustment, and colour adjustments (as long as applied to the entire image) are legal in basic.

what about adding a vignette? Is that legal in basic?

No. Key word 'adding'.

I don't think adding anything is even legal in advanced.

You can only enhance (to a point) what is already there.

ok so when I go into PSE5.0 in the camera distortion menu, and play around with the vignetting...is that legal?

Is it 'adding' something to the image that wasn't there in the first place? If so, then no.

I would say not as you are altering the pixels

You can add a vignette in Advanced, but not Basic. Even then, it should actually "look" like a vignette rather than a physical shape.
