Can anyone tell me if the "Clarify" adjustment filter is considered a legal filter for open challenges? It is under the Contrast adjustment menu in Paint Shop Pro 8, is applied to the image as a whole.

It has a very interesting combination effect in sharpening, lightening and contrast that I am having trouble achieving through stacking filters in Photoshop CS.

Yes, it is legal if applied to the entire image. The same effect can be achieved with brightness/contrast and sharpen, but this tool seems to balances the effect better on some of my images.
