I have Elements and CS3 trial version on my computer with AMD athlon 2800 2.08 GHz and 1.12 GB of RAM.
When I use the smudge tool it freezes and processes it very slow and if I hold it down too long it will not respond and I'll have to restart photoshop.
Also when I hold down any other tool for maybe 10 seconds the screen will flash and sometimes the picture will turn white so I can't continue what I am doing cause I can't see the picture anymore. So I have to let go of the mouse button and try again within the time before it flashes or whites out. If I use the magnetic selection that is fine, but the freehand selection tool has this problem and with the other brushes and things.
Anybody know what this is from?

My first suggestion would be to add more RAM.
You don't say how large the file is that you're working on, or what operating system you're using.
CS3 assumes a lot of RAM. 1 GB on a full resolution image will probably be sluggish once you get into the 10th editing step or so. Photoshop allows you to undo several editing steps in the past. It has to hold all the information in memory in order to do that.
RAM is pretty inexpensive these days and will do more for performance than any other upgrade.
If you don't want to add more memory right, and you are editing for a DPC challenge, try sizing your image down before you begin editing. It will take up less memory.
