I posted this image a while back and several people as ked why the bin was chained down ? Who would ever steal a bin ?

Ill have to watch the the video when i get home.
BUT, is the bin chained down is the attachment chain for whatever that white thing covers up whenits swung into place just hanging down byt he can?
The white grate looks like somthing that covers a window or door to me and the chain doesnt necsarilly look like its chained to the can. On the other hand it is hanging down by where the non showing handle would be.
You took the photo so im assuming you know it is chained down? |
