Looking at the two images there are some stark differences that appear to be within the original file that may preclude you from achieving what you want.
1. Linked image - strong contrast with lighting between subject and background with the subject being dark. Example image - subject being lighter in final image, but face is well lit leaving the impression the background was darkened.
2. Neat image or other noise reduction software will give the overall feel of the pic you used as example, tweaking the final outcome would be the proof in the pudding, so to speak. The example states in notes that dodging and burning - HEAVY dodging and burning - as well as noise ninja were the main tools used. IMO this is what created the 'atmosphere.'
3. Application of the gradient fill mask in the example seems to have produced the isolation of the subject from the background allowing him to 'pop' out while the background is downplayed while still being an integral part of the 'placement' of the subject - the street. A hard balance to achieve that comes with practice, clear vision of what you want for an end result, trial and error along with experience. |

Yes, or a reflector to put some light on her face. You can also go into the shade (under a tree for example) for more desirable light. The light you have (the sun) is too harsh, you need to diffuse it somehow.
