Fisheye lens and really good post processing.

Increase saturation, play around with contrast and it looks like some filter was used - something like Midnight Sepia which gives it that blurry soft look.
Edit, just read his/her processing steps. Everything is listed there with the image. Just takes a little practice and the right image. What editing program are you using? PhotoShop?

it looks hdrish to me. then boosted up the colors in photoshop. |

I use Photoshop CS2 and Gimp V2 and thinking to buy CS3 when there will be first big update for it |
