Until now it is only possible to request an admin note after the voting has started, not before. It would be nice to be able to request an admin note already before that, immediately after submission.

In that way, if somebody submits and goes on holiday, he does not run the risk to get DQ requests during voting.

With the new rule of the top images being validated anyway (which I fully support), the possiblity for immediate admin note, also handles that situation.
