Does basic editing allow the uniform application of a color filter?
Does this fall under color correction tools or effects filters?

No “effects” filters may be applied to your image, with the exception of Noise and Gaussian Blur. |
I think I'm safe, just wanting to make sure :) |

Yes, a color filter applied globally to an image has been ruled legal in Basic. |
